W. H. Maxwell Career and Technical Education High School

145 Pennsylvania Avenue

At a Glance

A career and technical high school where teachers report near-perfect instruction quality and zero suspensions in a historically underserved Brooklyn neighborhood

Best suited for

Families who value career-technical education and prioritize a school where teachers report excellent instruction and minimal disciplinary issues. Particularly well-suited for students interested in design, medical, or beauty industries, or for families in East New York seeking a neighborhood high school with strong teacher trust. Families should be comfortable with the lack of transparent test score data and the realities of the neighborhood's safety and economic context. Students with IEPs may find supportive environment, but should confirm specific services meet their needs.

What stands out
  • Zero suspensions in a district where average is 1.6% — exceptional for a high-need population
  • Teacher-reported instruction quality of 97% — among the highest in the city
  • Three competitive career programs (Design Tech, Medical Careers, Beauty Science) each drawing 200+ applicants
  • Strong parent trust metrics (90-91%) despite challenging neighborhood conditions
  • High special education population (36% IEPs) with dedicated support services
Things to consider
  • No state test data provided — you cannot compare academic performance against district or city averages
  • PTA fundraising is essentially nonexistent ($100 total) — limited parent organization funding for extras
  • 36% IEP rate is very high — ensure your child's needs are well-served by the special education program
  • Low family survey response rate (15%) means less community input than ideal
  • East New York has genuine safety concerns (bottom quartile score) — families should visit and assess comfort level
  • Most students are from very low-income households — school culture reflects that community

School SummaryDistrict 19

Among peer schools in District 19, Maxwell stands out for its career-technical focus and remarkable discipline record (zero suspensions vs. district average 1.6%). District 19 schools generally score in the 74-85 range on the city rating scale, and Maxwell's lack of test data makes direct comparison difficult. The school's 90/100 program richness is notably high, suggesting robust offerings despite modest resources. Teachers are clearly committed — the 97% instruction quality rating is extraordinary — but the lack of academic transparency is a real gap for families trying to make informed choices.

AcademicsSteady

No state test proficiency data is available for this school, which limits direct academic comparison. However, the school's program richness score of 90/100 reflects a broad offering including AP courses, ELL support, and career-focused pathways. The class size of 21.8 matches the district average exactly, so students aren't getting meaningfully smaller or larger groups than nearby schools. The vocational focus means academic instruction is intertwined with career readiness — a model that works well for some students and requires others to self-motivate around less traditional coursework.

Culturemoderate

This is where Maxwell distinguishes itself most clearly. Teachers report 97% instruction quality — nearly ten points above the district average of 88% and extraordinary in any context. Parent trust metrics are strong (91% parent-teacher trust, 90% principal trust) though slightly below the district average of 91.4% overall parent satisfaction. The zero suspension rate is particularly notable in District 19, where the average runs 1.6%, suggesting either very effective behavior management or very different disciplinary approaches. Family survey response rates are low at 15%, which means the satisfied families are responding but the full picture may be incomplete. Teacher trust in leadership sits at 87%, with collegial trust matching that level — healthy but not exceptional.

Community

The student body is predominantly Black (56%) and Hispanic (38%), reflecting the neighborhood's demographics. Nearly 90% of students qualify for free or reduced lunch (economic need index 89.3%), and 36% have IEPs — both well above typical city averages. The diversity index of 52% is moderate, though the school is not particularly diverse by enrollment (94% Black/Hispanic combined). This is a community school serving families with significant economic need, and the population skews toward students who need additional support services.

NeighborhoodEast New York (North)

East New York is a neighborhood of working-class families facing real pressures: median income of $57,841, 25% poverty rate, and only 16% of adults hold bachelor's degrees. The area scores in the bottom quartile for safety (24.9) and educational orientation (30.27), though transit access is decent (70.88 percentile). Environmental health concerns exist — lead exposure rates (16.3%) and asthma-related emergency visits (104 per 10,000) are elevated. That said, homeownership has increased and the neighborhood is changing, with young families moving in for more affordable housing. The school sits in a residential area where many students walk or take public transit.

Most students walk or take public transit — the neighborhood has moderate subway access via the L train and several bus routes. Driving is possible but parking can be difficult. Families from outside East New York should consider the commute time carefully.
